Tender Description
The Sindh Irrigation and Drainage Authority Hyderabad, through its Executive Engineer Guni Canal Division S.F. Rahu, invites electronic bids for a rate contract for procurement of goods and services. This contract covers the supply of Abkalani Material, Closure Material, and other accessories or contingent items under the M & R Budget 2026-27. The procurement is based in Badin and follows the Sindh Public Procurement Rules 2010 (amended).

This tender requires bidders to have valid PEC registration as of June 2026 in the relevant category or specialization. Registration with FBR and SRB with Active Taxpayer Status (ATL) is mandatory. Bidders must demonstrate an average annual turnover of at least Rs. 20.00 Million over the last five years, supported by audited financial statements from an ICAP registered audit firm. Income tax returns and bank statements for the last five years are also required. Experience of at least three similar works in the last five years with documentary evidence is essential. Additionally, bidders must provide a list of machinery/equipment ownership or rental documents and biodata of engineering, technical, and professional staff. An affidavit on E-stamp regarding non-blacklisting and non-involvement in litigation with any government or semi-government department must be submitted.
The procurement will be conducted through the SPPRA E-PADS system under a single stage two envelope procedure. Bidders must submit a single electronic package containing separate technical and financial proposals. The initial opening will be for technical proposals only, followed by financial proposals of technically responsive bidders. The original tender fee of Rs. 5,000/- must be paid via pay order in favor of the Executive Engineer Guni Canal Division S.F. Rahu and attached with the E-Bid.
Key dates include the first attempt submission deadline on 2026-08-06 at 14:00 hours, with bid opening at 14:30 hours the same day. In case of no response, a second attempt will be held on 2026-08-25 at 14:00 hours. Bids must be submitted electronically via EPADS and the original tender fee and bid security must be submitted in a sealed envelope to the Executive Engineer’s office at Camp Office Tando Mohammad Khan before bid opening.
