Tender Description
This tender invites qualified binders in Karachi to undertake the re-binding of Pakistan Law Decisions (PLD) volumes (1949–2000) for the High Court of Sindh library. The High Court of Sindh requires expert binding services to preserve these important legal volumes using high-quality materials and techniques suitable for frequent library use.
The scope includes hard cover binding with full foamy rexine covers, minimum 40-ounce gutta/board, and embossed gold printing on the spine. The contractor must maintain original pagination, text alignment, and margins intact. The work involves collection and delivery of books from the High Court library, ensuring safe custody throughout the process. The binding must be durable and strong, suitable for heavy use, with clear spine lettering including the report name, year, city, and volume number.
Bidders must be registered with FBR and Sindh Revenue Board, appear on the Active Taxpayers List, and have at least three years of relevant experience. The contractor must possess their own embossing machine and demonstrate an average annual turnover of at least PKR 2 million. Compliance with PEC categories is not applicable, but bidders should ensure all tax registrations and affidavits of non-blacklisting are in place for FY 2025-26.
The submission deadline is set for the morning of **April 14, 2026, at 10:30 a.m.**, with bid opening at 11:00 a.m. Bids must be submitted electronically via EPADS and accompanied by a hard copy. The opening will take place at the Office of the Director General (Finance and Accounts), High Court of Sindh, Karachi. All bids must include a 2% bid security and comply with SPPRA rules.
