Recarpeting of Road (JMF) Hathi Chowk and Adjoining Streets, Rawalpindi Cantt

The Rawalpindi Cantonment Board (RHQ Rawalpindi) invites sealed bids for the Recarpeting of Road (JMF) at Hathi Chowk and adjoining streets in Rawalpindi Cantt for the Financial Year 2026–2027. This procurement is for original works involving road resurfacing and related civil works in Rawalpindi city under the jurisdiction of the Cantonment Board. The project includes demolition of existing premix carpet and bituminous pavements, providing and laying asphaltic base course and wearing course using asphalt cement 60/70 or 80/100 as per Job Mix Formula (JMF), and application of tack coat on asphaltic surfaces. Items being procured: - Demolition of Premix Carpet / Bituminous Pavements (771 Cum) - Providing and laying Asphaltic Base Course (96.72 Ton) - Tack Coat on asphaltic surface (15156.562 Sqm) - Providing and laying Asphaltic Wearing Course (1740.933 Ton) The scope covers all related civil works for road recarpeting as per technical specifications and market rates. Eligible bidders must be registered with PEC in relevant category, have valid FBR/ATL registration, and demonstrate past experience with similar works. Bid security in the form of Call at Deposit or bid securing declaration is mandatory. Bids must be submitted online through EPADS v2.0 portal by 22 October 2026 at 01:00 PM. Technical evaluation will be based on Least Cost Based Selection (LCBS) with a minimum passing score of 70%. The contract duration is 27 days with commencement expected on 25 November 2026. Bidders are advised to carefully review the bidding documents available on EPADS and ensure compliance with all requirements including submission of bid security hard copy at the specified address in Rawalpindi. The Procuring Agency reserves the right to reject any or all bids as per PPRA rules. For successful bidders, a performance guarantee of 5% of contract price in the form of Call at Deposit is required.
