Tender Description
The Rawalpindi Cantonment Board (RHQ Rawalpindi) invites sealed bids for the recarpeting of the road of Over Head Water Tank APS Chowk Westridge, Rawalpindi Cantt for the financial year 2026–2027. This procurement is for original works under a National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique. The project involves providing and laying Asphaltic Base Course, Tack Coat on asphaltic surface, and Asphaltic Wearing Course with asphalt cement 60/70 or 80/100 using Job Mix Formula (JMF).
Items being procured:
- Asphaltic Base Course, 140 Ton
- Tack Coat on asphaltic surface, 1644 Sqm
- Asphaltic Wearing Course, 188.828 Ton
The technical scope includes the use of specified asphalt cement grades and adherence to quality standards for road recarpeting. The site is located opposite AWT Plaza The Mall Saddar, Rawalpindi Cantt, Rawalpindi District, Punjab.
Eligible bidders must be registered with PEC for relevant categories, have valid FBR/NTN registration, and submit bid security in the form of Call at Deposit. Bidders must demonstrate past experience with similar works, financial capacity, and provide required documentation as per bidding documents.
Bids must be submitted electronically through EPADS v2.0 portal by **Thursday, October 22, 2026 01:00 PM**. Manual submissions will not be accepted. Bid opening will be on the same day at 01:30 PM via EPADS. The bid validity period is 180 days. Performance guarantee of 5% of contract price is required in the form of Call at Deposit.
