Tender Description
State Life Insurance Corporation of Pakistan invites E-Tenders through E-PADS V2.0 for the establishment of Regional Underwriting Department (RUD) East Wing and West Wing and renovation, up-gradation & modernization of PHS Facilitation Centers located at the first floor, The Mall Road, Rawalpindi. The procurement is for civil and electrical works including dismantling existing wooden partition walls, laying porcelain floor tiles, false ceiling installation with plaster of Paris sheets, wall painting with plastic emulsion paint, brick masonry, cement plastering, and fabrication and fixing of Deodar wood framed doors and windows. Electrical works include removal of existing wiring, provision and erection of new single-core PVC insulated copper conductor cables, installation and commissioning of LED panel lights (2' x 2', 48 watts), and fixing PVC double-layer switch kits with approved switches, sockets, and dimmers. Items being procured:
- Dismantling wooden partition walls
- Porcelain floor tiles (24"x24" or 24"x48")
- False ceiling with POP sheets
- Wall surface preparation and plastic emulsion paint
- Brick masonry walls
- Cement plaster 3/4" thick
- Deodar wood framed doors and windows
- New electrical wiring with PVC insulated copper cables
- LED panel lights (80 for RUD, 40 for PHS)
- PVC double-layer switch kits (small and large)
The works must be executed strictly in accordance with approved drawings, specifications, and directions of the Engineer-in-Charge. Eligible bidders must be registered with Pakistan Engineering Council (PEC) in category C-5 or above, have minimum five years of experience in civil and renovation works of corporate buildings, and be registered with FBR Active Taxpayers List (ATL), GST, and PRA. Bid security of Rs. 200,000/- in the form of original Call Deposit Receipt (CDR) from a scheduled bank in favor of State Life Insurance Corporation of Pakistan is required. The bidding process follows the Single Stage Two Envelope procedure and bids must be submitted electronically on E-PADS V2.0 portal by 10th September 2026 at 11:00 AM. Technical bids will be opened the same day at 11:30 AM at the office of the Manager, Real Estate Department, State Life Insurance Corporation of Pakistan, Lahore. The contract duration is 120 calendar days inclusive of holidays. The successful bidder will provide a performance security of 10% of contract price. The contractor is responsible for all site operations, security, accommodation, insurance, and safety of staff. One practical tip for bidders is to carefully visit the site before quoting rates and ensure compliance with all technical and financial evaluation criteria to avoid disqualification. Bids submitted through any medium other than E-PADS V2.0 will not be accepted.
