Tender Description
The National Grid Company (NGC) of Pakistan Limited invites bids in Lahore for the rehabilitation of the 220kV Double Circuit Twin Bundle Chashma-Bannu Transmission Line from Tower No. 54 to 59, covering civil works, erection, stringing, testing, and commissioning. This project involves clearing the right-of-way, detailed survey, sub-soil investigations, construction of reinforced concrete foundations including pile foundations where required, erection of steel towers, installation of insulators, stringing of conductors and OPGW, and all associated hardware and accessories. The scope also includes dismantling of existing towers and conductors, preparation of as-built drawings, material reconciliation, and site restoration. The work site is near Chashma Barrage on the Indus River, requiring special attention to soil conditions and river crossing challenges.
The contractor must submit a detailed CPM-based construction schedule and monthly progress reports, including site photographs and as-built data. All works must comply with FIDIC conditions and relevant Pakistani standards. The contractor is responsible for mobilizing sufficient crews and equipment, ensuring safety and environmental protection, and coordinating with statutory authorities for necessary clearances. Foundations must be constructed as per approved designs, with strict tolerances on placement and quality control. Stringing operations require controlled tension methods, proper sagging, and installation of vibration and spacer dampers. The contractor shall also provide security for materials and personnel and ensure timely completion within 45 days from the Engineer's notice to commence.
PEC Category C-4 or higher license is mandatory, and contractors must be on the Active Taxpayers List. Bid security of PKR 20 million is required. The contract includes a 365-day defects liability period. Submission deadline is **February 28, 2026** at 11:00 am via e-PADS portal, with original bid security submitted physically to the Chief Engineer (MP&M) NGC, Lahore. Technical bids will be opened publicly at 11:30 am the same day. Ensure compliance with all PPRA and NGC blacklisting policies, including submission of integrity pact and beneficial ownership declarations.
