Tender Description
The National Highway Authority (NHA) invites experienced and eligible contractors registered with the Income Tax Department and active on the Federal Board of Revenue's Active Taxpayers List to participate in a major rehabilitation and construction project on Motorways M-4 and N-5. This procurement is managed by the National Highway Authority (NHA) Central Zone office located in Lahore, Punjab.
Items being procured:
- Package-I: Rehabilitation and construction of NBC & SBC on M-4 from KM 239 to 256
- Package-II: Rehabilitation and construction of NBC & SBC on M-4 from KM 256 to 274 (Bhattian)
- Package-III: Rehabilitation and construction of NBC & SBC on M-4 from KM 274 to 292
- Package-I: Improvement and upgradation of NBC on N-5 from KM 857 to 858 & 867+300 to 907+000 (Lodhran to Multan)
- Package-II: Improvement and upgradation of NBC on N-5 from KM 907 to 929
The technical scope includes extensive rehabilitation works, construction of additional carriageways, and upgradation of existing road infrastructure. The project covers multiple sections of the M-4 Motorway and the N-5 National Highway, requiring specialized expertise in road and infrastructure works. Contractors must hold a valid PEC license for the financial year 2025-26 with specialization in relevant categories (C-A & above for M-4 packages and C-1 & above for N-5 packages).
Bidding documents are available for free download from 10th July 2026 on the official e-bidding website www.ebidding.nha.gov.pk. The procurement method is Single Stage - Two Envelope. Technical bids must be submitted by 21st July 2026 at 1100 hours, with technical bid opening at 1130 hours the same day. Financial bids of qualified bidders will be opened subsequently. Note that if a firm is declared the lowest evaluated bidder in one package, its bids for other packages will not be opened.
