Rehabilitation of Labour Colony Sargodha

Punjab Workers Welfare Fund (PWWF), Lahore invites bids for the Rehabilitation of Labour Colony Sargodha under PPRA Single Stage Two Envelope Procedure from firms/contractors registered on e-PADS 2.0 with valid PEC license in relevant category or above for works costing as per specialization. The project includes construction of building works covering civil, architectural, structural, plumbing, electrical, mechanical, infrastructure and allied works with deployment of all necessary materials, labor, formwork, tools and machinery. Items being procured: - Package A: OHWT, Tubewell & Tubewell Chamber (Rs. 220,147,516/-) - Package B: Water Supply, Sewerage Network, Disposal System & Forcemain (Rs. 157,668,068/-) - Package C: Road Works, Road Lighting, Steel Gate & Boundary Wall (Rs. 219,441,413/-) The tender requires submission of Technical and Financial bids along with CDR/Bank Guarantee @ 5% of estimated cost on e-PADS 2.0 by 05.11.2026 (Thursday) before 11:00 AM. Technical bids will be opened same day at 11:30 AM. Eligibility criteria include valid PEC registration (C-3 or above for Package A and C, C-4 or above for Package B), NTN, active filer status, and PNTN for the project. Firms must provide detailed documentation including ownership proof, company establishment proof, partnership deed if applicable, list of technical and management staff with experience certificates, tools and machinery list, similar project details with cost and completion certificates, valid PEC registration certificate, audit reports, income tax statements, affidavit of non-blacklisting, and litigation status. The procurement will be conducted under PPRA Rules-2014 and Punjab Procurement Regulations-2024. Performance Guarantee @ 10% of contract value is required within 15 days of award.
