Tender Description

The Local Government Projects, Government of Sindh, Karachi, invites bids for the Rehabilitation of Mehran / Pajero Road (Connecting M-9) and Ghazi Road at Scheme-33 Karachi. This project aims to improve regional connectivity by upgrading Mehran Road, a strategic dual track road of 5.0 km length and 10 meters width, along with 0.8 km of Hijri Road single track and installation of 10 km of 24" diameter storm water pipes. The scope includes clearing and grubbing, earthworks, sub-base preparation, aggregate base course, asphalt concrete base and wearing courses, road markings, traffic signs, ancillary works, electrification, and storm water drainage works. Items being procured: - Clearing and grubbing the site - Dismantling and removing road metaling - Earthwork excavation and embankment - Sub-base and aggregate base course preparation - Asphalt concrete base and wearing courses - Priming and tack coat application - Scarifying existing road surface - Median, footpath, and island works including precast edge blocks and cement paving blocks - Ancillary works including reinforced concrete barriers, traffic signs, pavement markings, reflectorized road studs, and painting - Electrification works including RCC foundations, MS tubular poles, PVC insulated cables, lighting fixtures, and painting - Storm water drain works including excavation, manholes, RCC pipes, chamber construction, and sewer cleaning The technical scope requires compliance with AASHTO standards, use of approved materials, and adherence to specifications for quality and safety. Eligible bidders must be registered with Pakistan Engineering Council (PEC) in relevant categories, have valid NTN and SRB registration, and meet all mandatory eligibility criteria including financial soundness, experience, and technical capacity as detailed in the bidding documents. The bidding process follows a Single Stage Two Envelope procedure through the E-Pak Acquisition and Disposable System (E-PADS). Bidders must submit one original and one copy of the bid, including technical and financial proposals, by the deadline. Bid security of Rs. 35.250 Million and tender cost of Rs. 5,000 are required. The bid validity period is 90 days. Mobilization advance up to 10% of contract price is available against bank guarantee. Performance security and contract signing will follow award notification. The project is funded under the Provincial ADP and approved by the PDWP Forum.
