Tender Description
The Central Power Generation Company Limited (CPGCL) invites bids for the EPC/Turnkey rehabilitation of Steam Turbine-16 (ST-16) and allied equipment of the 747 MW Combined Cycle Power Plant (CCPP) at Guddu, Kashmore, Sindh. This comprehensive project includes the design, manufacture, supply, installation, testing, and commissioning of the steam turbine and its auxiliaries, including the replacement of the irreparably damaged Steam Turbine Generator (STG) with a new unit of identical specifications. The scope also covers structural assessment, modification, and rehabilitation of the ST-16 and STG foundations and allied civil structures. The Contractor will execute safe removal of damaged equipment, installation of new systems, and provide all necessary temporary structural supports. Additional tasks include replacement of the generator circuit breaker, excitation system, damaged isolated phase busbars, testing and integration of peripheral equipment, replacement of damaged power and control cables, upgrading the ST control system and plant Distributed Control System (DCS), installation of hydrogen gas leakage detection systems, bearings fire protection system, and rehabilitation of the vibration monitoring system. The works comprise design, construction, manufacturing, supply, and installation on an EPC/turnkey basis. Bidders must be licensed by the Pakistan Engineering Council in the appropriate category and meet stringent eligibility criteria including experience with steam turbines and generators of similar size and nature. The contract duration is 24 months with a Defect Liability Period of 720 days. The estimated cost is Rs. 25 Billion. Bids must be submitted electronically through the EPADS portal by 15:00 hours on 7 October 2026. Items being procured:

Technical scope includes comprehensive design, manufacture, supply, installation, testing, and commissioning of all works on EPC/turnkey basis. Eligibility requires PEC licensing, FBR/ATL registration, and experience with steam turbines and generators rated 250 MW or higher. Key dates include bid submission deadline on 7 October 2026 at 15:00 hours via EPADS. The bid security is PKR 500 million. The contract will be awarded on the basis of International Competitive Bidding Single Stage-Two Envelope procedure. The Employer will provide assistance for customs clearance and permits. The Contractor is responsible for all civil, mechanical, electrical, and I&C rehabilitation works, including temporary site installations and safety measures.
