The Improvement and Rehabilitation of Hairdin Drainage System Naseerabad invites eligible bidders for the execution of rehabilitation works for the year 2026 based on Composite Schedule Rates 2023 on Percentage Rates. Items being procured: - Rehabilitation of Canals i.e. UCH & Manjhoti Canals of District Sohbatpur, Balochistan (Package-II) This project involves the rehabilitation of key irrigation canals in District Sohbatpur, Balochistan, focusing on improving water flow and infrastructure integrity. The work is to be carried out under the Balochistan Public Procurement Rules 2014. Eligibility criteria include presence in the Active Taxpayer List, no blacklisting by any procuring agency of Pakistan, and registration with the Balochistan Revenue Authority. The bidder must have completed 7 assignments of similar nature with a turnover of at least PKR 350,000,000 in the last 3 years, demonstrating financial capacity. PEC registration category C-3 and above (up to 500 million) is required with specialized code CE04(v) for irrigation. Joint ventures require an agreement. Additionally, bidders must have completed at least one Head Regulator project in the last 10 years with 80% similarity and a minimum cost of 10 million PKR, and at least 7 similar projects in the last decade. The procurement procedure is Single Stage Two Envelope Bidding. Bid security of 2% of the bid amount must accompany the bid in the form of a bank guarantee or deposit at call from a scheduled bank.
