Tender Description
The National Database and Registration Authority (NADRA) Islamabad is procuring the Renewal of CSI Agreement for EXADATA X10M and ZDLRA Systems. This procurement is specific to support and maintenance services including parts for two EXADATA X10M systems and two ZDLRA appliances at the Primary and Disaster Recovery Sites located in Islamabad and approximately 500KM away respectively. The scope includes Oracle Premier Support Services (7x24) with back line support engagement, retention options for disk and data storage devices, and on-site spare inventory including HDDs and power supply units compatible with the existing infrastructure. The bidder must be an authorized Oracle Field Delivery Support Provider (FDSP) Partner for these systems. The contract period for support and maintenance services is one year starting from 19th October 2026 to 18th October 2027. The procurement requires submission of sealed electronic bids via EPADS by 8th June 2026 at 11:00 am, with the technical and financial bids submitted in separate envelopes under a single stage two envelope procedure. Manual bids will not be accepted. The bid security amount is Rs. 2,360,000 and a performance security of 5% of the contract price will be required from the successful bidder. Eligibility criteria include valid NTN, GST registration, active FBR ATL listing, non-blacklisting declaration, bank statements, and Oracle authorization certificates. Presence of OEM-backed qualified support teams in Islamabad and Lahore is mandatory. The contract will be awarded to the lowest evaluated responsive bidder meeting all technical and eligibility requirements. Bidders are advised to carefully prepare their technical and financial bids, ensure timely submission on EPADS, and provide all required documentation including bid security and manufacturer authorization. A practical tip for bidders is to ensure their Oracle FDSP authorization is current and verifiable, as this is a mandatory eligibility criterion and critical for bid acceptance. The submission address for bid security hard copy and bid opening is the Procurement Department, NADRA HQ, State Bank of Pakistan Building, Shahrah-e-Jamhuriat, Sector G-5/2, Islamabad. The deadline and opening date is 8th June 2026 at 11:00 am and 11:30 am respectively. Bidders should also prepare for the post-award performance security submission and contract signing within stipulated timelines. This tender offers a significant opportunity for Oracle authorized partners to provide critical support services to NADRA's high-value data infrastructure in Islamabad.
