Tender Description
The Financial Monitoring Unit (FMU) Karachi invites bids for the renewal of Microsoft Email Services for the fiscal year 2026-27. This procurement involves the renewal of 44 Microsoft Office 365 Business Premium Email Licenses and 12 Microsoft Exchange Online (Plan1) Email Licenses. The licenses are to be delivered within 7 days after issuance of the Purchase Order or Letter of Intent at the FMU office located on 2nd Floor, Main SBP Building, I.I Chundrigar Road, Saddar Sub-Division, Karachi South.\n\nItems being procured:\n- 44 Microsoft Office 365 Business Premium Email Licenses\n- 12 Microsoft Exchange Online (Plan1) Email Licenses\n\nThe Microsoft Office 365 Business Premium licenses include policy-based identity and access management for up to 300 users, desktop, web and mobile versions of Word, Excel, PowerPoint, Outlook and other apps, custom business email, Microsoft Teams for chat and meetings, 1 TB cloud storage per user, AI chat experience, device security and advanced threat protection. The Exchange Online licenses provide ad-free email, calendar and contacts, 50 GB mailbox storage, automatic spam and malware filtering, and compliance features.\n\nEligible bidders must be registered on EPADS v2.0 and comply with all eligibility criteria including valid FBR registration and not being blacklisted. Bids must be submitted electronically through EPADS v2.0 by 11:00 AM on Thursday, September 17, 2026. Manual submissions will not be accepted. Bid security of PKR 150,000 is required in the form of Pay Order, Bank Guarantee or Demand Draft. The procurement will follow the Least Cost Based Selection (LCBS) technique under the Single Stage One Envelope procedure.\n\nBidders are advised to carefully review the bidding documents available on EPADS and FMU website. Technical and financial bids will be opened on the same day at 11:30 AM. The contract will be governed by the laws of Pakistan and includes provisions for liquidated damages in case of service failure or data breach.\n\nA practical tip for bidders is to ensure timely registration on EPADS v2.0 and submission of original bid security to the FMU office before the deadline to avoid disqualification.
