Tender Description
The Financial Monitoring Unit (FMU) invites bids for the Renewal of Support and License Subscription for Barracuda Web Application Firewall (WAF) 660 appliances under contract reference P143874. This procurement is for non-consultancy services to be provided primarily in Karachi, Sindh. The scope includes renewal of licenses and SLA for two Barracuda WAF 660 appliances, with one appliance installed in Karachi and the other in Islamabad. The subscription covers Advanced Threat Protection, Advance Bot Protection, Energize Updates, and Instant Replacement licenses for a period of three years. The bidder is responsible for ensuring continuous license coverage starting from 25th November 2026 and providing OEM-certified training for three FMU-nominated resources at the OEM's authorized training center. The bidder must also provide support for updates, upgrades, patches, and deployment during the contract period, including PRINCIPAL backed SLA and vendor SLA services with defined response and resolution times for severity categories RED, Orange, and Green.

- 2 x Barracuda Web Application Firewall Appliance 660 Advance Bot Protection License Subscription for 3 Years
- 2 x Barracuda Web Application Firewall Appliance 660 Energize Updates License Subscription for 3 Years
- 2 x Barracuda Web Application Firewall Appliance 660 IR (Instant Replacement) Subscription for 3 Years
- OEM-certified training for 3 FMU-nominated resources at the OEM's authorized training center
Eligible bidders must have relevant experience with at least five similar assignments in the last five years, annual sales volume of 500 million PKR or more for the last three years, technical strength of at least three Barracuda WAF OEM certified resources, and verifiable presence/support offices in Karachi and Islamabad. Bidders must be registered with FBR and appear on the Active Taxpayer List (ATL). The procurement will follow Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS). Bids must be submitted online through EPADS v2.0 by 19th October 2026 at 11:00 AM. Manual bids will not be accepted. Bid security in the form of Pay Order, Bank Guarantee, or Demand Draft is required.
Bidders are advised to carefully review the bidding documents and ensure compliance with all eligibility and technical criteria. Timely submission through EPADS and adherence to bid security requirements are critical. The Financial Monitoring Unit (FMU) will open bids on the same day at 11:30 AM.
