Hiring of High-Capacity Fully Electric Buses with Drivers and Helpers

Comsats University, Islamabad (Islamabad Campus) invites bids for the hiring of high-capacity fully electric buses with drivers and helpers for the academic year 2026-27. The contract requires provision and operation of five fully electric buses equipped with advanced Lithium battery technology, preferably LFP/LiFePO4 or equivalent, each with a minimum capacity of 65 seated and 25 standing passengers (total 90 passengers). Each bus must be capable of operating up to 150 km per day and support DC fast charging to achieve full battery recharge within a maximum of 3 hours. The contractor shall provide one HTV-licensed driver and one uniformed helper per bus, including all maintenance, repair, replacement arrangements, valid insurance, and statutory vehicle documents. The contractor is also responsible for providing and maintaining the required charging infrastructure at the designated University depot site, ensuring uninterrupted charging and operational readiness throughout the contract period. Items being procured: - 5 Fully electric high-capacity buses with Lithium battery technology - 5 HTV-licensed drivers - 5 Uniformed helpers/conductors - Dedicated DC fast-charging infrastructure at University depot The scope includes routine and preventive maintenance, breakdown and emergency support, replacement arrangements for prolonged breakdowns, cleaning and upkeep of buses, all salaries and statutory payments for drivers and helpers, and all taxes, duties, insurance, registration, and permits applicable to the contractor. The buses will operate on designated routes within Islamabad with two daily pick-up and two drop-off trips per bus. The contract duration covers the academic year with possible extension subject to performance and funding. Bidders must be registered on EPADS v2.0 and submit bids electronically by Monday, October 19, 2026, 11:00 AM. Manual submissions will not be accepted. Bid security in the form of Pay Order, Call at Deposit, or Demand Draft is required. Technical evaluation will be based on experience with similar contracts, bus technology, capacity, safety features, and operational readiness. Financial bids will be evaluated on a least cost basis. The contract requires a 10% performance guarantee.
