Renovation and Maintenance Works at Naval Establishments in Lahore, Faisalabad, Multan, Sialkot, Bahawalpur, and Rahim Yar Khan

The Military Engineer Services (MES) invites applications for pre-qualification of contractors and firms for extensive renovation, repair, and maintenance works across multiple naval establishments primarily located in Lahore, with additional sites in Faisalabad, Multan, Sialkot, Bahawalpur, and Rahim Yar Khan. This tender covers a wide range of civil, electrical, and furniture repair works at various blocks and facilities including E-Testing Lab renovation, office renovations, repair and replacement of aluminum windows, false ceilings, washrooms, wall paneling, and marble repairs at Jamia Masjid Hazrat Ali (RA). Items being procured: - Renovation of E-Testing Lab including washroom and commode - Repair/replacement work of admin block - Replacement of aluminum windows and false ceiling of rooms 6 & 7 at PNR & SC Faisalabad - Renovation of multiple blocks (A, B, C) and washrooms at NCW Lahore - Repair and maintenance of B Type House at PNS Punjab NCSA Lahore - Replacement of wall paneling, media wall pantry in VFQ 1-4, 7 Elway in PNCM at NCW Lahore - Repair/maintenance of miscellaneous building, electrical, furniture, and water supply works - Technical consultancy (TC) for electrical, mechanical, water supply, and gas services including minor and deposit maintenance works - Repair/replacement, re-cushioning, polishing, and washing of furniture at various locations - Grinding and polishing of floors at POS Blocks III, IV & V at PNS Punjab SUE-E-ASAL Lahore - Lift repair and maintenance The scope includes civil works, electrical and mechanical repairs, water supply and sanitation fittings, furniture refurbishment, and periodical maintenance services. The works are to be executed at naval facilities with strict adherence to quality and safety standards. Eligible contractors must be registered with the Pakistan Engineering Council (PEC) and be active taxpayers on the Federal Board of Revenue (FBR) list. Contractors already on the approved MES list 'E' or other government departments with relevant experience may apply. Those not on the MES approved list must provide proof of registration with the concerned department, financial standing, staff details, tools and plants, and experience certificates attested by a Class-1 Gazetted Officer. Earnest money of 5% of the estimated cost is required from contractors not on the MES approved list. Applications must be submitted by 1130 hours on 24 September 2026 and will be opened the same day at 1200 hours. Bidders should ensure complete and accurate submission of all required documents as incomplete applications will not be entertained. The General Engineer (Navy) Lahore reserves the right to reject any or all bids without assigning reasons but will communicate grounds for rejection upon request.
