Tender Description
Renovation and rehabilitation of District Secretariat Block No. 2 at D.C Office Jacobabad is a significant construction project managed by the Executive Engineer Buildings Division Jacobabad. This project involves dismantling existing brickwork, cement concrete, and tiles, followed by extensive RCC work including roof slabs, beams, columns, rafts, and lintels. The work also includes fabrication and installation of mild steel reinforcement, pacca brickwork, cement plastering, and laying of Afghan Ziarat white marble flooring. The site is located in Jacobabad, Sindh, and requires careful management of materials such as cement, sand, shingle, and steel to meet the structural and aesthetic requirements.
Contractors must be registered with the Pakistan Engineering Council (PEC) in category C-6 or above and have a proven track record with at least three years of experience in similar works. Financial stability is crucial, with an average annual turnover matching or exceeding the estimated cost, supported by audited financial statements aligned with FBR records. Compliance with tax regulations, including registration with Income Tax, Sales Tax, and Sindh Revenue Board (SRB), and being on the Active Taxpayer List (ATL) is mandatory. Contractors should also provide a credit line certificate from a scheduled bank for at least 25% of the estimated cost.
The submission deadline is set for 10th March 2026 at 10:00 AM, with bid opening at 11:00 AM on the same day at the office of the Executive Engineer Buildings Division Jacobabad. Bids must be submitted in sealed envelopes, accompanied by a 5% bid security in the form of a Call Deposit Receipt or Bank Guarantee. The contract duration is 12 months from the date of commencement, with liquidated damages applicable at 0.05% of the estimated cost per day of delay.
Pro-Tip: Ensure all bid documents are paginated, signed, and stamped properly. Pay special attention to the submission of the original bid security and the undertaking on original e-stamp paper of Rs 500, as these are common grounds for bid rejection. Also, verify the contractor's PEC registration and financial documents thoroughly to avoid disqualification.
