Renovation, Upgradation & Modernization of PHS Facilitation Centers and Regional Underwriting Department at State Life Buildings Lahore and Gujranwala

The State Life Insurance Corporation of Pakistan invites E-Tenders through E-PADS 2.0 for the renovation, upgradation, and modernization of multiple facilities including the PHS Facilitation Centers at Block No. 6 & 7 of Building No. 2, State Life Square, 4 Lytton, Lahore; the New Business Department (Regional Underwriting Department) at Block No. 7 of Building No. 2, State Life Square, Lahore; and the PHS Facilitation Centers at the first floor of State Life Office, GT Road, Gujranwala. These works involve comprehensive civil and electrical renovations including dismantling existing partitions and masonry, laying porcelain floor tiles, false ceiling installation, wall painting with waterproof cement finish, brick masonry, plastering, and installation of Deodar wood framed doors and windows. Electrical works include supply and installation of LED panel lights, rewiring with PVC insulated copper cables, and fixing of PVC switch kits with approved switches and sockets. Items being procured: - Renovation and modernization of PHS Facilitation Centers at Block No. 6 & 7, Building No. 2, State Life Square, Lahore - Establishment of Regional Underwriting Department at Block No. 7, Building No. 2, State Life Square, Lahore - Renovation of PHS Facilitation Centers at first floor, State Life Office, GT Road, Gujranwala - Civil works: dismantling, masonry, plastering, flooring, false ceiling, painting, doors/windows fabrication and fixing - Electrical works: LED panel lights, wiring, switch kits installation The scope requires contractors registered with Pakistan Engineering Council (PEC) in category C-5 or above, with at least five years of experience in civil and renovation works of corporate buildings. Bidders must be registered with FBR Active Taxpayers List (ATL), GST, and PRA as applicable. The contract will be awarded on a least cost basis following a single stage two-envelope bidding procedure. Bid security of Rs. 400,000/- in the form of an original Call Deposit Receipt (CDR) from a scheduled bank is mandatory. Bids must be submitted electronically via E-PADS 2.0 by 03-09-2026 before 11:00 AM, with technical bids opening at 11:30 AM the same day at the Real Estate Department, State Life Building, Lahore. The contractor is responsible for all site operations, safety, security, and compliance with specifications and standards including ACI/BS codes. Performance security of 10% of contract price will be required upon award. The defect liability period is six months. Contractors are advised to visit the site before bidding. The employer reserves the right to accept or reject any bid as per PPRA rules. One practical tip for bidders is to ensure timely submission of original CDR to avoid disqualification.
