Renting of Plot for Establishment of Fuel Station with Allied Commercial Activities on Build-Operate-Transfer (BOT) Basis

State Life Insurance Corporation of Pakistan (SLIC) invites sealed bids from eligible Oil Marketing Companies (OMCs) on their own account or through an authorized dealer for the development, construction and operation of a fuel station with allied commercial activities on SLIC's own open plot measuring 7,482 sq. yards, situated at Thandi Sarak, Hyderabad (Survey No. 285 (part), 286 & 329, Deh Giddu Bander), on a Build-Operate-Transfer (BOT) basis. Items being procured: - Plot for fuel station establishment (7,482 sq. yards) - Allied commercial activities on the plot Key particulars include a concession period of 15 years, extendable for a further 10 years with mutual consent. The minimum monthly rent reserve is Rs. 3.5 million with a fixed annual escalation of 8% compound. Bid security of Rs. 2.5 million valid for 180 days from bid opening is required, along with a performance/bank guarantee of Rs. 10 million. The bidding procedure follows a Single Stage – Two Envelope process using the Quality and Cost Based Selection (QCBS) technique, with the technical proposal weighted at 40% and the financial proposal at 60%. Eligibility criteria require EPADS registration, Active Taxpayer (ATL) status with FBR, certificate of incorporation/registration memorandum, articles of association/partnership deed, registration with the Securities & Exchange Commission of Pakistan (SECP), valid dealership certificate, and an affidavit regarding not being blacklisted by PPRA or any procuring agency.
