Tender Description
Sindh Integrated Emergency and Health Services (SIEHS) invites bids electronically through the EPADS portal for the repair and maintenance of air conditioners for its ambulance and vehicle fleet based in Karachi, Sindh. This procurement is for a framework contract valid for one year, extendable subject to satisfactory performance. Items being procured:
- Repair and maintenance services for AC/HVAC systems of Toyota Hiace (2016-2024) ambulances (90 units)
- Repair and maintenance services for Toyota Hilux 2016 (5 units) and 2023-2024 models (15 units)
The scope includes diagnosis, repair, and replacement of AC compressors, condensers, evaporators, blower motors, refrigerant leak repairs, refrigerant recovery, evacuation, and recharging as per OEM specifications. Functional testing of patient compartment climate control is mandatory post-repair due to its critical role in patient care during transport. All parts used must be 100% genuine OEM with certificates of origin. Old parts must be returned unless otherwise agreed. The service process requires a job card/work order, diagnostic report, cost estimate approval, repair, and post-repair quality checks with signatures from both parties.
Eligibility criteria include authorized 3S dealerships/workshops with valid authorization certificates, OEM-specified diagnostic equipment, OEM-trained technicians, and dealership locations within Karachi, Hyderabad, and Sukkur. The contract includes a minimum 6-month warranty on repaired components and workmanship, with warranty repairs carried out free of cost and prioritized.
Bidders must submit a bid security of Rs. 1,170,000 and bids must be valid for 90 days. The deadline for bid submission is Monday, 26th October 2026 at 11:30 AM via the EPADS portal. Bids must be accompanied by a non-refundable tender fee of Rs. 3,000 payable to SIEHS. The contract will be awarded on an item-wise basis to the lowest evaluated responsive bidders. Payment terms include 45 days credit after submission of valid invoice and related documents. Bidders are advised to monitor EPADS for any amendments. A practical tip for bidders: Ensure all required documents including OEM authorization, technician certifications, and diagnostic equipment lists are complete and uploaded on EPADS before the deadline to avoid disqualification. Early submission is recommended to avoid last-minute technical issues.
