Tender Description
Pakistan Sports Board Islamabad invites reputed contracting firms registered with Pakistan Engineering Council (P.E.C) in relevant categories to submit bids through EPADS for the revamping and refurbishment of different facilities at Pakistan Sports Complex, Islamabad. The project specifically includes the supply, installation, testing, and commissioning of heating, ventilation, and air conditioning (HVAC) systems for Amir Khan Boxing Academy and Hamidi Hall.
Items being procured:
- Supply, installation, testing and commissioning of HVAC for Amir Khan Boxing Academy
- Supply, installation, testing and commissioning of HVAC for Hamidi Hall
The scope covers comprehensive HVAC works ensuring modern standards for ventilation and air conditioning within the sports complex facilities. Bidders must be PEC registered and provide valid National Tax Number (NTN), Sales Tax registration, and be on the Active Taxpayers List (ATL). Earnest money of Rs. 10,000, in the form of bank draft, pay order, or CDR, is required in favor of Pakistan Sports Board Islamabad.
The bidding procedure follows a Single Stage-Two Envelope system where technical and financial bids are submitted separately via EPADS. Manual submissions will not be entertained. The pre-bid meeting is scheduled for 08.10.2026 at 10:30 hours. Bidders are advised to visit the site for better understanding of field conditions.
Bids must be submitted by 20.10.2026 at 11:00 am, with opening at 11:30 am the same day. Technical proposals must include a scanned copy of bid security, with the original submitted before the deadline. Envelopes of price bids from disqualified bidders will be returned unopened. The competent authority reserves the right to accept or reject any or all bids under Rule-33 of PPRA Rules 2004.
A practical tip for bidders: Ensure your technical bid is complete and uploaded correctly on EPADS, as manual bids are not accepted and incomplete submissions will be disqualified. Also, visiting the site before bidding can provide valuable insight into the project requirements and conditions.
