Tender Description

The Pakistan Institute of Development Economics (PIDE), located in Islamabad, invites sealed bids from eligible, experienced, and reputable firms for a Three-Year Open Framework Agreement for Repair, Maintenance and Renovation of Building including Civil Works. This tender is specifically for firms with offices or setups in Islamabad or Rawalpindi, registered with the sales tax department, holding a valid NTN and PEC registration. The scope of work covers a wide range of civil maintenance and renovation tasks to be executed on an as-needed basis over three years. Items being procured: - Removal of damaged, loose, or old plaster (external/internal areas) - Demolition of deteriorated ceiling, tiles, flooring, or masonry - Masonry plaster using sand and cement (1:3 ratio) for walls and ceilings - Repair/reconstruction of damaged brick/block masonry - Weather shield / Rock wall external area - White wash internal area with ICI/Berger plastic emulsion and enamel applying 02 coats (scratching with sanding and filling) - Providing and fixing of Gypsum ceiling - Providing and fixing of flooring porcelain tiles - Repair or replacement of damaged floor tiles, pavers, or stone slabs - Repair/replacement of doors, windows, doorframes, and wooden paneling - Polishing or painting of wooden surfaces - Repair/replacement of broken windowpanes, glass partitions, or aluminum frames - Repair of iron grills, gates, railings, and related welding jobs - Other renovation, repair and maintenance tasks of the building as required - Other miscellaneous renovation/civil work if needed The technical scope includes comprehensive civil works such as plaster removal, masonry repairs, ceiling and flooring installation, woodwork repairs, and metalwork welding. The work will be carried out at PIDE premises located at Quaid-i-Azam University Campus, Islamabad, without additional transportation or mobilization costs. The contract is designed to enhance quality, efficiency, and timely completion of maintenance tasks through an open framework agreement. Eligibility criteria require firms to be registered with the Pakistan Engineering Council (PEC), have valid sales tax and NTN registration, and be on the Active Taxpayer List (ATL) of FBR. Firms must have at least three years of relevant experience, provide bid security of Rs. 50,000 in the form of a call deposit receipt, and submit an undertaking on legal e-stamp paper confirming they are not blacklisted. Firms should also have established offices/workshops in Islamabad or Rawalpindi, which may be inspected by PIDE officials. The last date for submission of sealed bids is **July 21, 2026 by 11:00 hours**, with bid opening at 11:30 am the same day in the office of the Chairman Purchase Committee PIDE. Bidders are advised to carefully prepare their technical proposals as only technically qualified firms will be invited to submit financial proposals. Earnest Money must be submitted in hard form favoring PIDE. A practical tip for bidders: Ensure all documents including PEC registration, NTN, GST certificates, and bid security are complete and properly attached. Overwriting or cutting in quotations will lead to disqualification. Timely submission and adherence to the single envelope procedure will improve chances of qualification under this open framework agreement.
