Repair and Maintenance Works (2026-27) for Cantonment Board Faisal Buildings, Roads, Drainage, Water Supply, and Public Improvements

The Cantonment Board Faisal invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) v2.0 for the annual Repair and Maintenance Works for the financial year 2026-27 in Karachi, Sindh. This procurement covers multiple lots including repair and maintenance of Cantonment Fund buildings such as staff quarters, dispensary, school, college, water pumping stations, filtration plants, and the CB office building; drainage and sewerage line repairs including manhole reconstruction in Drigh Road Cantt Bazar; water supply line repairs and replacements in Drigh Road Cantt Bazar; repair and maintenance of Cantt Fund roads in Wards 1 to 5 and 6 to 10; and miscellaneous public improvements including green belts, centre medians, footpath improvements, nursery, parks, graveyard, road lanes, cat eyes, studs, and street light maintenance in Wards 1 to 5 and 6 to 10. Items being procured: - Lot 1: Repair and maintenance of Cantt Fund buildings (estimated cost Rs 30 million) - Lot 2: Repair, maintenance, and replacement of damaged sewerage lines and manholes (Rs 5 million) - Lot 3: Repair, maintenance, replacement, and laying of water supply lines (Rs 5 million) - Lot 4: Repair and maintenance of Cantt Fund roads Ward 1 to 5 (Rs 75 million) - Lot 5: Repair and maintenance of Cantt Fund roads Ward 6 to 10 (Rs 75 million) - Lot 6: Repair and maintenance of green belts, medians, footpaths, nursery, parks, graveyard, road lanes, cat eyes, studs, and street lights Ward 1 to 5 (Rs 65 million) - Lot 7: Same as Lot 6 for Ward 6 to 10 (Rs 65 million) The works will be executed strictly according to the MES Schedule of Rates 2025 (amended to date) on a percentage above/below or at par basis for scheduled items and market rate basis for non-scheduled items. The contractor shall arrange all materials and machinery at their own cost; no supplies will be provided by the Cantonment Board. The scope includes all civil, drainage, water supply, road, and public improvement works as detailed in the bidding documents. Eligibility requires valid PEC registration in the relevant category for 2026-27, Active Taxpayer status with FBR, submission of 2% bid security in the form of Call Deposit, affidavit of no blacklisting or litigation, and possession of relevant machinery and technical staff. Bidders must submit technical and financial proposals separately in sealed envelopes via EPADS v2.0 by the deadline. The bid security must be submitted as a Call Deposit in the name of Cantonment Board Faisal. Performance security of 10% of contract price is required if the lowest bid is below MES SOR rates. The contract duration for each lot is 27 days from the work order. Technical bids will be evaluated on experience, personnel, equipment, and financial soundness with a minimum passing score of 50%. Financial bids of only technically qualified bidders will be opened. Bids must be submitted online on EPADS v2.0 by 11:00 AM on November 17, 2026. Technical bids will be opened at 11:30 AM the same day. Late or incomplete bids will be rejected. The Cantonment Board Faisal reserves the right to accept or reject any or all bids under PPRA Rules 2004. For participation, bidders must register on EPADS v2.0 and comply with all bidding instructions. A practical tip for bidders: Ensure your PEC registration and FBR ATL status are current and submit all required documents including affidavits and machinery lists on non-judicial stamp paper to avoid disqualification.
