Tender Description
Heavy Industries Taxila (HIT) invites sealed bids from eligible manufacturers, authorized dealers, distributors, suppliers, or firms for the Repair and Refurbishment of the Waste Water Treatment Plant located at HIT Taxila Cantt, Punjab. This procurement is conducted under the PPRA and Ministry of Defence Production rules with a Single Stage Two Envelope bidding method.
Items being procured:

- Replacement and repair of pumps, valves, regulators, meters, and controls
- Provision of chemical sources for neutralizing acidic and alkaline waste
- All spares, accessories, and parts sourced locally
- Functional system with 3 years warranty
The existing system consists of two units: one for neutralizing acidic/alkaline waste water and another for chromic waste water. Both units are currently unserviceable and require comprehensive refurbishment to ensure smooth operation of the chrome plating plant for 125 mm tank gun barrels. The system must comply with safety and environmental standards, be highly efficient, reliable with minimum downtime, and have spare parts and chemicals readily available in the local market.
Eligible bidders must possess valid National Tax Number (NTN), Sales Tax Registration (where applicable), and meet the eligibility criteria outlined in the Standard Bidding Document (SBD). Firms must submit a technical bid including registration certificates, audit reports for the last three financial years, bank statements, CNIC copies, OEM trade links, and a judicial certificate confirming no blacklisting. A postal order of Rs 2000/- must accompany the technical bid.
The bid submission deadline is 10 November 2026 at 10:30 hours, with bid opening at 11:00 hours the same day at the Supply Chain Management Directorate, HIT Taxila. Bids must be submitted in sealed envelopes at Gate No 5, Heavy Industries Taxila, Taxila Cantt. Earnest Money in the form of CDR, Bank Draft, or Pay Order is required as per instructions.
Bidders should ensure compliance with all mandatory conditions, including bid validity of 180 days extendable by 90 days, and provide a Performance Bank Guarantee upon contract award. Technical proposals will be evaluated first, followed by financial proposals of technically qualified firms. HIT reserves the right to accept or reject any or all bids without assigning reasons.
A practical tip for bidders: Carefully prepare your technical proposal ensuring all mandatory documents and certifications are included and properly attested to avoid disqualification during technical scrutiny. Early submission and adherence to bid security requirements are critical for successful participation.
