Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the revamping of the Chief Engineer's office at IESCO Head Office, Sector G-7/4, Islamabad. The project involves dismantling existing tile flooring, brickwork, PVC wall panels, and old ceiling, followed by construction works including brickwork, cement plastering, granite glazed flooring, false ceiling installation, and electrical wiring with LED lighting and ceiling fans. Plumbing works include installation of GI pipes, sanitary fittings, and bathroom fixtures. The site is located in Islamabad, requiring careful coordination with IESCO's civil division and adherence to technical specifications.
The contractor must be PEC registered with at least Category C-6 and specialization CE-10, renewed for 2025-26. The firm should have a proven track record of similar government or semi-government projects, supported by work orders and completion certificates. Financial capability is demonstrated by a fresh bank balance covering 50% of the estimated cost. Active registration with PRA and FBR is mandatory. Bidders must submit a bid security of 4% of the estimated cost and comply with all PPRA rules for electronic bidding.
PEC Category C-6 with specialization CE-10 is required, ensuring the contractor has the technical capacity for civil and electrical works. Firms must be active taxpayers with FBR and PRA registrations valid for the current financial year 2025-26. Compliance with these requirements is critical to avoid disqualification. The bid validity period is 120 days, and performance security of 10% of contract value is required post-award.
Bids must be submitted electronically via E-PADS by the deadline of 11:00 AM on 15th April 2026, with bid opening at 11:30 AM the same day at IESCO Head Office, Sector G-7/4, Islamabad. Original bid security and non-refundable printing charges must be submitted physically before bid closing. The Executive Engineer Civil Division IESCO, located at Street No.63, Sector G-8/1, Islamabad, is the contact point for submission and queries.
Pro-Tip: Ensure the bid security is generated from the firm's own account and submitted in the prescribed form to avoid rejection. Also, verify the PEC registration category and specialization codes carefully, as bids not meeting these criteria will be disqualified. Check the newspaper advertisement for any additional stamp duty or documentation requirements often overlooked by bidders.
