Tender Description
This tender invites contractors registered with Pakistan Engineering Council (PEC) for the revamping of Office No.01 and 02 at the IESCO Head Office located in Sector G-7/4, Islamabad. The Islamabad Electric Supply Company Limited (IESCO) requires comprehensive civil works including dismantling of existing flooring, brickwork, PVC wall panels, ceilings, and cement concrete. The scope also covers electrical wiring, installation of LED lights, ceiling fans, and plumbing fixtures such as water closets, taps, and drainage systems. The project demands high-quality materials like granite glazed tiles, POP ceiling, and aluminum windows with fly shutters, ensuring durability and aesthetic appeal in the office environment.
The site is situated in Islamabad, requiring contractors to manage logistical challenges and ensure compliance with local construction standards. The works include detailed technical specifications and drawings to be provided at execution. Contractors must demonstrate experience in similar government or semi-government projects, backed by valid PEC registration with Category C-6 and specialization code CE-10 for civil engineering works. Financial stability is essential, with bidders required to submit a fresh bank balance covering up to 50% of the estimated cost.
Bidders must comply with PEC category requirements, maintain active registration with PRA and FBR, and submit all mandatory documents including performance certificates and tax returns for the last three years. The tender follows PPRA rules with a single-stage, single-envelope bidding procedure. Earnest Money Deposit (EMD) of 4% of the estimated cost is required in the form of a Call Deposit Receipt (CDR). Performance security of 10% of the contract price will be required upon award. The contract includes a one-year defect liability period and retention money of 5%.
Submission deadline is set for 15th April 2026 by 11:00 AM, with bid opening at 11:30 AM on the same day at IESCO office, Sector G-7/4, Islamabad. Bids must be submitted electronically via E-PADS portal with original bid security and printing charges submitted physically.
