Tender Description
Pakistan Sports Board Islamabad invites reputed Contracting Firms registered with Pakistan Engineering Council (P.E.C) in relevant categories to submit bids through EPADS for the revamping and refurbishment of various facilities at Pakistan Sports Complex, Islamabad. The project includes supply, installation, testing, and commissioning of electrical works and lights (internal and external) along with allied works at Liaquat Gymnasium, Snooker Hall, Hamidi Hall, Roshan Khan Squash Court, Rodham Hall, Amir Khan Boxing Academy, Hockey Stadium, Outer Track 1 & 2, and external works including substation.
Items being procured:
- Supply, installation, testing and commissioning of electrical works and lights (internal & external)
- Allied works at Liaquat Gymnasium
- Snooker Hall
- Hamidi Hall
- Roshan Khan Squash Court
- Rodham Hall
- Amir Khan Boxing Academy
- Hockey Stadium

The bidding procedure is Single Stage-Two Envelope, requiring separate Technical and Price bids. Bidders must quote rates above or below the schedule items and item rates for non-schedule items. Bidding documents are downloadable from http://eprocure.gov.pk and PSB's website www.sports.gov.pk as well as PPRA portal. Applications must be submitted through EPADS with complete technical and financial proposals. Manual submissions are not entertained.
Mandatory conditions include valid NTN, Sales Tax registration, ATL firm status, affidavit of no blacklisting, bid security in form of bank draft/pay order/CDR from a bank account in favor of Pakistan Sports Board Islamabad, and submission of bid security with technical proposal. A pre-bid meeting is scheduled for 08.10.2026 at 10:30 hours. Envelopes of price bids of disqualified bidders will be returned unopened. Bidders are advised to visit the site for better understanding of field conditions.
