Revamping and Refurbishment of Different Facilities at Pakistan Sports Complex Islamabad

Pakistan Sports Board Islamabad invites reputed contracting firms registered with Pakistan Engineering Council (P.E.C) in relevant categories to submit bids for the revamping and refurbishment of different facilities at Pakistan Sports Complex, Islamabad. The project includes civil, plumbing, and fire fighting works at Liaquat Gymnasium, Hamidi Hall, PSB Islamabad, and Peshawar Centre. Items being procured: - Civil works - Plumbing works - Fire fighting works The scope covers comprehensive refurbishment and upgrading of the mentioned facilities to improve infrastructure and safety standards. Bidders must provide technical and financial proposals through the EPADS portal, adhering to the Single Stage-Two Envelope bidding procedure. The technical bid must be clearly marked 'Technical Bid' and the financial bid as 'Price Bid'. Eligibility criteria include valid PEC registration, NTN and Sales Tax registration, firm ATL status, affidavit on non-judicial stamp paper confirming no blacklisting, and earnest money of Rs. 35 million in the form of bank draft, pay order, or CDR favoring Pakistan Sports Board Islamabad. One hard copy of the technical proposal must also be submitted. The bid security must be uploaded with the technical proposal and original submitted before the closing date. The pre-bid meeting is scheduled for 08.10.2026 at 10:30 hours. Bidders are advised to visit the site for better understanding of field conditions. The competent authority reserves the right to accept or reject any or all bids under Rule-33 of PPRA Rules 2004. Bids must be submitted by 20.10.2026 at 11:00 am, with opening at 11:30 am the same day. Submission is through EPADS only; manual submissions will not be entertained.
