Outsourcing, Operation, Management, Maintenance and Commercialization of IT Park Islamabad

The Pakistan Software Export Board (PSEB), Ministry of Information Technology & Telecommunication, Government of Pakistan, invites bids for the outsourcing, operation, management, maintenance and commercialization of the IT Park Islamabad located at Kuri Road (Jinnah Avenue Extension), Zone IV, Chak Shahzad, Islamabad. This facility spans approximately 14.9 acres with a total covered area of 720,269 sq. ft., including 240,000 sq. ft. of rentable office space. Key facilities include a Tier III data center, R&D and industry–academia facilities, auditorium, conference and training rooms, commercial and retail space, and basement parking (B1 & B2). The IT Park hosts more than 120 export-oriented firms and is a registered Special Technology Zone under the STZA Act, 2021. Items being procured: - Outsourcing, operation, management, maintenance and commercialization services for IT Park Islamabad - Facility management including electrical, mechanical, plumbing, HVAC, fire safety, elevators, BMS, CCTV, security, cleaning, landscaping, parking management - Commercialization services including office and commercial leasing, tenant management, marketing, revenue collection and reconciliation - Soft services such as housekeeping, waste management, pest control, security and emergency preparedness - Reporting, exit management and final handover at contract expiry The contract is self-financing and performance-based for a base period of 15 years, extendable by up to 5 years subject to satisfactory KPI performance and mutual agreement. The operator will act as the sole and exclusive operator, bearing all operating costs and responsible for all manpower, management, tools, equipment and consumables. Assets remain property of PSEB/Government. Minimum Guaranteed Payment is fixed at PKR equivalent of USD 2.6 Million per annum, paid biannually, plus a revenue share percentage quoted by the bidder. Eligibility criteria include legal registration, valid tax registration and active taxpayer status, non-blacklisting, and experience in integrated facilities/building operations with minimum turnover requirements. Joint Ventures/Consortiums are permitted with specified conditions. Bid security of PKR 3,600,000 is required. Bids must be submitted electronically via EPADS 2.0 by 20 October 2026, 03:00 PM. The technical evaluation requires a minimum score of 70% to qualify for financial evaluation. Key performance indicators include system availability, maintenance compliance, complaint response times, elevator availability, fire safety, cleaning and security compliance, and reporting.
