Tender Description
The Communication and Works Department, Government of Punjab, through its 5th Buildings Division Lahore, is procuring works for the revamping and upgradation of halls and the Art Gallery at the Lahore Art Council (Alhamra). This tender is specifically for contractors enlisted or renewed with PEC for the current financial year under category C4 or above, with specialized codes CE10 and EE04. The procurement will be conducted via EPADS (E-Pak Acquisition and Disposal System) on the Punjab Procurement Regulatory Authority (PPRA) platform.
Items being procured:
- Revamping and upgradation of halls
- Upgradation of Art Gallery of Lahore Art Council (Alhamra)
The scope involves comprehensive civil works including structural improvements, interior renovations, and aesthetic enhancements to the halls and gallery spaces. Contractors must ensure compliance with PEC licensing requirements and submit earnest money amounting to 5% of the estimated DNIT cost in the form of CDR, bank draft, or cashier’s cheque from any scheduled bank. The original 5% CDR must accompany the technical bid submission.
Eligibility criteria include valid PEC registration with the required specialization codes, FBR registration, and relevant experience in similar civil works projects. The tender documents are available online on EPADS and PPRA websites. Manual bids will not be accepted, and conditional tenders or those without earnest money will be rejected.
The last date for submission of technical and financial bids is **22nd July 2026 till 12:00 PM**, with technical bids opening on the same day at 12:30 PM via the online portal. Financial bids will be opened after evaluation through EPADS.
A practical tip for bidders: Ensure your PEC license clearly shows the required specialization codes CE10 and EE04 before submission, as bids without these will be disqualified. Also, timely registration on EPADS is crucial to avoid last-minute submission issues.
