Revitalization of National Art Gallery, PNCA

The Pakistan National Council of the Arts (PNCA), located in Islamabad, is procuring comprehensive revitalization services for its National Art Gallery. This project involves extensive refurbishment and upgrading of the gallery's infrastructure and digital facilities to enhance its cultural and artistic offerings. The technical scope includes upgradation of air conditioning units in key areas such as the lobby, auditorium, and galleries. It also covers polishing and painting of the Music Academy, Studio, and adjacent lobbies across multiple floors. Replacement of lighting fixtures in the auditorium, lecture hall, lobby, and galleries is planned alongside roof treatment for these areas. Additionally, the project encompasses upgrading digital infrastructure including internet services, digital governance, IT training, and social media enhancement. Installation of digital projection and advertising screens at the PNCA's outer premises is also part of the scope. The development of the extended lawn and footpath with associated electrical and plumbing works is included as well. Eligible bidders must be reputed firms with proven experience in revitalizing national buildings or similar infrastructure, preferably with a presence in Islamabad or Rawalpindi. A minimum of five years of relevant experience and an annual turnover of at least **PKR 4 million** for the last three financial years (2022-23, 2023-24, 2024-25) is mandatory. Firms must provide NTN and GST registration certificates, satisfactory performance certificates from previous government projects, and a bid security of 5% in the form of a Deposit at Call or Pay Order. Bids must be submitted electronically via the EPADS system by **4th June 2026 at 2:00 pm**. The technical and financial bids will be opened on the same day at 11:30 am at the PNCA building, Plot 5, F-5/1, Islamabad. Manual bids will not be accepted. The tender follows a single stage two envelope procedure as per Public Procurement Rules 2004. A practical tip for bidders is to ensure all documents are complete and properly attested, especially the bid security and registration certificates. Incomplete or conditional bids will be rejected.
