Tender Description
This tender invites experienced contractors registered with Pakistan Engineering Council in categories CE09, CE10, ME06 & EE11 for the construction and installation of Reverse Osmosis (RO) plants in multiple villages of Taluka Daur, District Shaheed Benazirabad, Sindh. The Public Health Engineering Department, Shaheed Benazirabad requires these RO plants to provide clean drinking water to rural communities, addressing critical water quality issues. Each plant installation involves civil works, electrical and mechanical engineering, and integration of filtration systems at specified village sites.
The scope includes site preparation, bore well drilling, installation of filtration membranes, pumps, electrical panels, and solar energy systems where applicable. Contractors must ensure compliance with technical specifications, use of approved materials, and adherence to safety and environmental standards. The projects are expected to be completed within six months from the date of award, with a defect liability period of six months post-completion.
Bidders must hold valid PEC registration for the 2025-26 fiscal year in the relevant categories and demonstrate financial stability with an average annual turnover not less than the estimated cost over the last five years. Registration with FBR and Sindh Revenue Board with active status is mandatory. Submission of audited financial statements from ICAP-registered firms for the last three years is required. The tender process follows SPPRA rules, including a 5% earnest money deposit via Call Deposit Receipt.
The submission deadline is 11:00 AM on 23 April 2026, with bid opening at 11:30 AM the same day at the office of the Executive Engineer (Development), Public Health Engineering Division, Shaheed Benazirabad, located at Jam Sahib Road, Nawabshah. Bids must be submitted online through the EPADS portal. Tender documents are available at the Executive Engineer's office or can be downloaded from the Sindh e-procurement portal.
