Tender Description
This tender invites bids for the safe handling, loading, unloading, transportation, installation, erection, concreting, backfilling, and earthing of HT/LT structures and PC spun poles in the Rawalpindi region including Tehsil Rawalpindi, Kallar, and Kahuta under the jurisdiction of Cantt Construction Division IESCO Rawalpindi. The scope covers the complete civil works related to electrical infrastructure, including fixing stay rods as per WAPDA SDI standards. The project demands careful coordination for transportation from IESCO stores to site locations, ensuring compliance with technical specifications and safety standards.
The works involve handling heavy electrical poles and structures, requiring skilled manpower and appropriate machinery for erection and installation. The site conditions in Rawalpindi and adjoining tehsils pose typical engineering challenges such as terrain variability and urban proximity, necessitating precise execution of concreting and backfilling to ensure structural stability and longevity. The contractor must adhere strictly to WAPDA SDI (WCSR-2022) guidelines and IESCO standard drawings.
Bidders must be registered with the Pakistan Engineering Council (PEC) under categories C6 and above with specialized codes EE-04, EE-05, and CE-10, and maintain active registration with FBR including NTN, GST, and PRA. Financial criteria include a minimum net worth of PKR 7,352,020 and average cash flow of PKR 2,297,506 over the last three years. Compliance with FBR tax filing for FY 2024-25 is mandatory. The tender requires submission of a 2% Call Deposit Receipt (CDR) as earnest money and a performance guarantee of 5% of the bid amount from an A+ rated scheduled bank.
The submission deadline is set for 17 March 2026 at 10:30 AM, with bid opening at 11:00 AM on the same day at the office of Addl. Director (VEC), IESCO Head Office, Street No. 40, Sector G-7/4, Islamabad. Bids must be submitted electronically via the EPADS portal only.
