Supply, Installation, Testing and Commissioning of Complete Salt Block Cutter with Trolley System at PMDC Salt Mines Warcha

The Pakistan Mineral Development Corporation Islamabad (PMDC) invites sealed bids from eligible bidders for the supply, installation, testing and commissioning of a complete Salt Block Cutter with Trolley System at PMDC Salt Mines, Warcha, Punjab. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Bidders must be registered on EPADS and submit their bids electronically before the deadline of Monday, October 26, 2026 at 11:00 AM PKT. The bids will be opened on the same day at 11:30 AM. Items being procured: - Salt Block Cutter with Trolley System (Complete Set) including heavy duty salt cutter machine approx. 96" × 48" - Cutting blades (32 inch & 40 inch, one each) - Movable trolley (30" × 48") - Water shower system - 20 HP electric motor - Complete electrical panel with starter, breakers, and protections - Power cables and wiring - Safety guards and covers - All accessories required for complete operation - Installation, testing and commissioning services The technical scope includes supply of new, genuine equipment conforming to high engineering standards, complete wiring in conduits, cable trays, and onsite training for operation and maintenance. Bidders are advised to visit the site at Warcha Salt Mines to examine conditions and requirements at their own expense. Eligibility criteria include valid registration with NADRA, FBR (NTN and GST), submission of experience certificates, financial soundness proof, affidavits regarding litigation and blacklisting, and no conflict with PMDC. The evaluation will be based on Least Cost Based Selection (LCBS) among technically responsive bidders. Bid security in the form of Call at Deposit or Demand Draft is required. The successful bidder will provide a performance guarantee of 10% of contract price. Delivery and completion period is within 12-14 weeks after issuance of supply order. Payment will be made after satisfactory supply and commissioning, inclusive of all applicable taxes. Bidders should ensure compliance with all terms and conditions, including bid validity of 90 days, and submit bids only through EPADS v2.0. Manual or late submissions will not be entertained.
