Tender Description
The Office of the Controller General of Accounts (CGA) Islamabad invites qualified SAP consultancy firms to provide comprehensive training services for government-customized IFMIS/SAP modules. This procurement is for the development of detailed SAP training manuals and the delivery of capacity building sessions across key federal and provincial capitals including Islamabad, Lahore, Karachi, and Peshawar. The scope includes training on multiple SAP modules such as FI, HR, ABAP, BASIS, Process Orchestration, SAC (Planning), SAP Green Ledger, Special Ledger, SAP Material Management, Asset Recording, SAP GRC, and others tailored to government IFMIS requirements. The contract duration is initially 12 months, extendable based on performance and budget.
The technical scope requires the creation of professional training materials including manuals, PowerPoint presentations, and 50 credit-hours of video lectures per module with Urdu/English captions and transcripts. Training will be delivered through a blended approach including on-premises workshops and digital LMS platforms. The firm must provide scenario-based certification exams and facilitate SAP Global Certification attempts for top candidates.
Eligibility criteria include registration on the FBR Active Taxpayers List, at least 3 completed SAP/ERP public sector training contracts in the last 5 years, SAP-certified trainers, valid SAP Education Partner license, and operational presence in Islamabad, Lahore, Karachi, and Peshawar.
Key dates include a pre-proposal meeting on April 27, 2026, and proposal submission deadline on May 25, 2026 at 11:00 AM via EPADS v2.0. Bid security of PKR 1,000,000 in hard copy is required before proposal opening. Proposals must be submitted online only.
