Tender Description
This tender invites bids for the design, supply, installation, testing, and commissioning of a comprehensive SCADA System Phase-1 for eight grid stations under Faisalabad Electric Supply Company (FESCO) in Faisalabad, Punjab. The project includes SCADA software, servers, Remote Terminal Units (RTUs), field devices, HMI machines installation, communication infrastructure, staff training, and provision of fixtures, furniture, desktops, laptops, and ancillary equipment for control rooms.
The scope covers modernizing the load dispatch center with data, application, and engineering servers, establishing a redundant telecommunication network, and integrating power transformer monitoring and substation automation. The eight grid stations are strategically located across FESCO's jurisdiction, including Old Thermal, Tariqabad, Jaranwala Road, Wan Buchran, Bhakkar, Sammundari Road, Factory Area, and Faisalabad City. The project aims to enhance network reliability, reduce outages, and optimize network reconfiguration through advanced digital technologies.
Bidders must comply with PEC Category C-2 or above with specialization codes EE03, EE05, and EE07, valid for 2025-26. Active registration with Punjab Revenue Authority and Federal Board of Revenue, along with ATL status and income tax returns for the last three years, is mandatory. The joint venture must include an international lead partner with at least five years of experience and a local partner meeting all regulatory and financial criteria. The financial capacity requires a minimum average annual turnover of PKR 5 billion.
The submission deadline is set for 03 March 2026 at 11:30 AM, with technical bids opening the same day at the office of Chief Engineer (Development), PMU FESCO Faisalabad. Bids must be submitted online via E-PADS with original bid security instruments delivered physically before the deadline. The address for submission is FESCO Headquarters, West Canal Road, Abdullahpur, Faisalabad.
Pro-Tip: Ensure the original Call Deposit Receipt (CDR) or Bank Guarantee for bid security is submitted physically before the deadline, as failure to do so will result in bid rejection despite online submission.
