Port Qasim Electric Power Company (Private) Limited is inviting bids for Security Consulting Services as the existing contract term is expiring. The project site is located at Plot No. EIZ/LL/SP-14, Eastern Industrial Zone, Bin Qasim, Karachi. The contract period is six months from the date of agreement. Items being procured: - Integrated security system covering all scenarios within and outside the Islamabad office compound and plant premises - Implementation of eight core operational mechanisms - Development of supporting special security technical solutions - Deployment of professional security officers for on-site security management - Full-chain technical control process integrating intelligence assessment, risk early warning, emergency response, and military-police liaison The scope includes comprehensive precautions against security threats such as terrorist attacks, drone incursions, travel safety risks for staff, and unauthorized intrusion into plant premises. Bidders must have legal registration in Pakistan or China with a valid commercial registration certificate explicitly listing security consulting, risk management, security solutions, or equivalent advisory categories. The core team should have qualified professionals with backgrounds in security engineering, risk assessment, emergency management, or prior military/police service. Internationally recognized certifications like CPP or PSP are preferred. Experience of at least two similar projects in the last five years with verifiable documentation is required. Consortium bids are accepted. Interested participants must obtain bidding documents from the Employer upon submission of a self-introduction letter.
