CERISMA (Private) Limited invites qualified and licensed mobile operators, SMS aggregators, or authorized service providers to submit quotations for providing a comprehensive SMS Gateway and SMS Delivery Services solution. This procurement is aimed at enabling real-time delivery of transactional, OTP, alert, and bulk SMS messages to CERISMA's customers, beneficiaries, and system users with high availability and security. Items being procured: - SMS Gateway (10,200,000 units) The scope includes provision, configuration, and activation of SMS gateway services using approved short codes, long codes, or masking as required. The bidder must provide a single HTTP/HTTPS API for integration with CERISMA's mobile application, portal, backend systems, and any future applications without additional integration fees. The service must ensure delivery across all major Pakistani mobile networks including Jazz, Zong, Telenor, Ufone, and support Mobile Number Portability (MNP). Delivery reporting, monitoring dashboard, and 24/7 operational support are mandatory. Technical requirements cover API protocols, documentation, Unicode and concatenation support, message expiry, queuing, security features including IP whitelisting and encrypted transport, data privacy with message redaction, and comprehensive delivery reports. The solution must support high-volume OTP and transactional messaging with a target delivery time of 30 seconds under normal network conditions. Eligibility criteria include proven experience in SMS gateway services, compliance with PTA and other regulatory bodies, and ability to maintain all necessary licenses and approvals. The contract duration is one year with possible extension up to two additional years based on performance. Bidders must submit their quotations by **18 August 2026**. The submission should include a blended unit rate per SMS covering all traffic types, with rates locked for one year except for government tax changes. Earnest money and other financial securities are to be provided as per instructions.
