Solarization Works in Education, Health, Water Supply, Irrigation and Renewable Energy Sectors

The Chief Commissionerate for Afghan Refugees (CCAR), under the Ministry of Kashmir Affairs, Gilgit-Baltistan and SAFRON, Government of Pakistan, is procuring Solarization Works across Education, Health, Water Supply, Irrigation, and Renewable Energy sectors. This initiative is part of the Hosting Community Support Programme (HCSP) aimed at supporting host communities in four provinces including Khyber Pakhtunkhwa, Balochistan, Punjab, and Sindh. The scope involves installation of rooftop solar power generation systems for buildings and solarization of tube wells in various districts such as Peshawar, Quetta, Lahore, and Karachi among others. The project covers solarization of schools, health units, hospitals, tube wells, mosques, and madrassas. Eligible contractors must be registered with the Private Power and Infrastructure Board (PPIB) under AEDB Certification Regulations, 2021 in Category C-1 and with Pakistan Engineering Council (PEC) in Category C-2 or above, holding CE10, EE04, and EE11 specialization codes. Firms must also be on the Active Tax Payer's List (ATL) of FBR and provide an affidavit of no blacklisting. The pre-qualification document is available for download from the official E-Pak Acquisition and Disposal System (EPADS) portal from May 21st to June 8th, 2026. Applications must be submitted physically and electronically by June 8th, 2026 at 11:30 hours to the Project Director (HCSP) at Emigration Tower, Sector G-8/1, Islamabad. Earnest Money and CDR requirements are detailed in the pre-qualification document. A pre-application meeting will be held on June 2nd, 2026 at 11:30 hours at the same address.
