Tender Description
This tender invites bids for the special repair and maintenance of the 132KV grid station building located at Choa Syden Shah in Islamabad. The Islamabad Electric Supply Company Limited (IESCO) requires experienced contractors to undertake smaller civil works and special repair tasks within the IESCO region. The scope includes removal and dismantling of cement plaster, tile flooring, brickwork, RCC work, steel fabrication, glazing, painting, electrical wiring, plumbing, and installation of fixtures as per detailed bill of quantities. The site is situated in Islamabad, demanding careful handling of materials and adherence to engineering standards to ensure structural integrity and operational efficiency of the grid station.
Contractors must be registered with the Pakistan Engineering Council (PEC) with a minimum category of C-6 and specialization code CE-10, renewed for the fiscal year 2025-26. Bidders should demonstrate financial capability with a fresh bank balance of at least 50% of the estimated cost and provide performance certificates for similar works completed in government or semi-government organizations. Active registration with the Pakistan Revenue Authority (PRA) and Federal Board of Revenue (FBR) is mandatory. The tender follows a single stage, single envelope bidding procedure under PPRA rules, with bid security and performance guarantees required as per instructions.
PEC category C-6 with specialization CE-10 is essential for eligibility. Firms must be active taxpayers with verified income tax returns for the last three years. The tender requires compliance with FBR and PRA registrations and submission of a valid bid security. The financial year 2025-26 registration renewal is mandatory. Bidders should ensure all documents are complete and accurate to avoid disqualification. Additional call deposit is required if the bid is below 10% of the NIT amount.
The submission deadline is set for 11:00 AM on 31st March 2026, with bid opening at 11:30 AM the same day at the IESCO office located at Street No. 40, Sector G/7-4, Islamabad. Bids must be submitted electronically via E-PADS portal with original bid security submitted physically before closing time. The office of the Executive Engineer Civil Division IESCO, Sector G-8/1 Islamabad, is the point of contact for submission and queries.
Pro-Tip: Ensure the bid security is generated from the firm's own account and submitted in the prescribed form to avoid rejection. Also, verify the PEC category and PRA/FBR registrations carefully as these are common grounds for disqualification. Check the newspaper advertisement for any specific stamp duty or additional requirements that may not be explicitly mentioned in the tender documents.
