Tender Description
This tender invites bids for specialized construction works of an outdoor synthetic sports arena located in Qasimabad, Hyderabad, issued by the Sports & Youth Affairs Department, Government of Sindh. The project involves civil works including construction of toe walls, RCC drains, seating steps, toilet blocks, and installation of synthetic futsal ground and jogging tracks. The scope also covers supply and fixing of imported fish net fiber, LED lighting, MS tabulator poles, synthetic football turf, and moveable football goal posts. The site is in Hyderabad, Sindh, and requires adherence to high-quality standards for synthetic sports surfaces and associated infrastructure.
The work demands experienced contractors with PEC registration in category C-5 or above, capable of handling complex civil and synthetic surface installations. The project duration is 485 days with a maintenance period of 3 months post-completion. Contractors must ensure compliance with all technical specifications, including the use of European or USA brand materials for synthetic tracks and turf. The engineering challenges include precise installation of synthetic layers with mechanical paving machines and ensuring durability for multi-sport use under local climatic conditions.
Bidders must be registered with the Sindh Revenue Board and Federal Board of Revenue, appearing on the Active Taxpayer List. They should provide audited financial reports for the last five years, demonstrate similar project experience with at least 80% of the estimated cost, and submit an affidavit confirming no blacklisting. Joint ventures are not allowed. The tender requires a bid security of 5% of the estimated cost in the form of Call Deposit Receipt or Bank Guarantee. The tender fee is Rs. 5,000.
Submission deadline is on 5th March 2026 at 1:00 PM, with bid opening at 2:00 PM the same day in Karachi. Bids must be submitted online through the EPADS portal. Original bid security must be delivered physically to the Executive Engineer (Civil), Sports & Youth Affairs Department, 5th Floor, State Life Building No.3, Dr. Ziauddin Ahmed Road, Karachi before the deadline. The department reserves the right to reject any or all bids as per SPPRA rules.
