Construction of Media Walls for Installation of Interactive Smart LED in Academic Departments

Rawalpindi Women University invites encrypted electronic bids under Single Stage One Envelope national competitive bidding procedure from active tax bidders with Federal/Provincial tax authorities (Income tax/Punjab Sale tax/Professional Tax), registered on Punjab E-Procurement System and also registered with Pakistan Engineering Council (PEC) in relevant category (C-6 and above) & code of specialization (CE-10) for the following work. Items being procured: - Construction of media walls for installation of interactive smart LED in Academic Departments (Completion Time: 2 Months) Bidding documents are available on Punjab E-Procurement System website www.ep.punjab.gov.pk and PPRA website www.ppra.punjab.gov.pk. Interested bidders/contractors/firms can download the tender document free of cost. Bids must be completed, signed, stamped, without cutting/overwriting and submitted online on Punjab E-Procurement System website by 12-10-2026 before 10:30 am. Bids will be opened on the same day at 11:00 am in presence of Campus Construction Committee and contractors or their authorized representatives with authority letter. Manual or telephonic conditional bids will not be entertained. Bidders must submit attested copies of CNIC of owner, PEC Registration certificate, Active Status Proof of Income tax and Punjab Sale Tax, Professional tax and nonblack listing Affidavit in original along with authority letter of authorized person and his attested copy of CNIC (if any) to university before opening of tenders. Scanned copies of these documents should also be attached with the bid. All bidders shall quote their rates against each entry: item of DNIT/BOQ (instead of percentage) and completely fill the pages of rate analysis/summary/sub summary in their financial bids. All incomplete financial bids shall be declared non-responsive. Bid Security shall be submitted electronically through Punjab e-Procurement System only. No physical financial instrument including Call Deposit Receipt (CDR) shall be accepted. Only electronically submitted Bid Security will be considered valid as per Punjab Procurement Regulatory Authority (PPRA) Rules. Bidders are advised to upload bids well before submission deadline. Rawalpindi Women University will not be responsible for any issues. The university may reject all bids or proposals at any time prior to acceptance as per PPRA clause 35 (1). Firms/contractors are responsible for payment of all applicable taxes at time of payment release as per Government of Punjab rules. PPRA rules amended up to date will be strictly applicable. Any violation will lead to bid rejection. Fake information/document submission will disqualify the contractor/firm and blacklist them from Rawalpindi Women University tendering process. Further recommendation to PPRA & PEC will be made for appropriate action/blacklisting. Response time is calculated from date of advertisement on PPRA website www.ppra.punjab.gov.pk/ActiveTenders.aspx. One practical tip: Ensure all required documents including PEC registration and tax certificates are valid and uploaded correctly on the e-Procurement portal well before the deadline to avoid disqualification.
