Procurement of Stationery Items for Financial Year 2026-27

The Chief Minister's Secretariat, Sindh, Karachi invites electronic bids for the procurement of stationery items required for the financial year 2026-27. The procurement will be conducted through the Sindh e-procurement and disposable system, EPADS, under Rule 17(1A) of SPPRA Rules 2010, as amended. Eligible bidders, original manufacturers, authorized distributors, suppliers, or service providers registered and active on the Federal Board of Revenue income tax and sales tax lists, as well as with the Sindh Revenue Board, may participate. Electronic bids must be submitted through EPADS. Interested bidders must first register on the EPADS supplier system. Original bid-security instruments must reach the procuring agency no later than **21 August 2026 at 11:00 AM**, supported by bid security equal to **5% of the bid cost**, refundable and payable through demand draft or pay order in favour of the designated D.D.O./Section Officer General. Bids will be opened electronically on **21 August 2026 at 12:00 PM** in the Committee Room of the Chief Minister's Secretariat, Karachi. Quoted rates must include GST, income tax, Sindh Services Tax, and all other applicable taxes. No negotiations will be accepted, and bidders must submit their best and final prices. The successful bidder must provide **10% performance security** after award. For practical compliance, bidders should complete EPADS registration early and ensure that the original security instrument reaches the office before the deadline, even though the bid itself is electronic.
