Tender Description
The Balochistan Education Support Program (PMU-BESP) in Quetta is procuring consulting services for the development of a Student Transport Strategy and a district-level route plan package for pilot implementation in ten districts of Balochistan. This initiative is part of the larger Getting Results: Access and Delivery of Quality Education Services in Balochistan (GRADES-B) project, funded by the World Bank. The project aims to enhance educational access, quality, and equity by improving foundational literacy and numeracy, increasing enrollment, and supporting systemic reforms across the province.
The consulting firm will be responsible for developing a comprehensive transport strategy and route plan that ensures safe and efficient student mobility. The scope includes detailed planning consistent with the Terms of Reference (TOR) available online or at the PMU office in Quetta. Interested firms must demonstrate at least ten years of relevant experience in transport planning, rural mobility, education access, or related service delivery. Experience in designing school transport or safe mobility interventions, preferably within Pakistan or similar contexts, is essential. Firms should also show capability in contract frameworks, performance-based service standards, and monitoring systems for social sector transport services.
Eligibility requires firms to have qualified personnel, maintain adequate staffing, and possess experience in safety and safeguarding frameworks for child-focused services, including road safety and child protection. Firms may form joint ventures or sub-consultancies but must clearly state the nature of their association. The submission deadline is **13th May 2026**.
