Tender Description
The Senate Secretariat (Administration Branch) Islamabad invites sealed bids from eligible and qualified suppliers for the supply of 18.9-19 litres bottled drinking water for the financial year 2026-2027. This procurement is planned under contract reference P124933 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform.
Items being procured:
- Supply of 18.9-19 litres bottled drinking water (quantity: 12,000 per order)
- Provision, supply and service of 25 water dispensers (hot & cold) without any cost to the Procuring Agency
The contractor shall provide plastic bottles and dispensers free of charge with no security deposit required. After contract termination, all bottles and dispensers remain non-refundable and non-retrievable. The supply will be delivered to Parliament House, Constitution Avenue, G-5/1, Islamabad as per work orders issued.
Bidders must have a valid license from Pakistan Standard & Quality Control Authority (PSQCA) for sale/supply of drinking water and certifications such as ISO or HACCP. Latest test reports from PSQCA/PCRWR and valid sales/dealer authorization certificates are mandatory. Experience of more than 10 years in similar supplies and a minimum average annual turnover of Rs. 5 million over the last three years is required. Bidders must not have been blacklisted in the last five years.
The bidding process follows Least Cost Based Selection (LCBS) with a fixed price in Pakistani Rupees. Bids must be submitted online via EPADS v2.0 by Tuesday, October 6, 2026 at 11:00 AM. Original bid security must be physically submitted to the Senate Secretariat office before the deadline. Technical and financial bids will be opened on the same day at 11:30 AM.
Interested bidders should register on EPADS v2.0 and may seek clarifications by September 30, 2026. The contract period is one year from signing with possible extension subject to performance and mutual consent.
A practical tip for bidders: Ensure timely registration and submission on EPADS v2.0 as manual bids will not be entertained. Also, prepare all required documents including valid licenses, certifications, and financial statements to avoid disqualification.
