Supply of 500 Asset Performance Management Systems for Transformers

Hyderabad Electric Supply Company (HESCO) invites bids for the supply of 500 Asset Performance Management Systems (APMS) for different capacity transformers as per Specification No. PPMC-DS-01:2026. The procurement is planned for the financial year 2025-26 and will be delivered on Free Consignee Stores (FCS) basis to Regional Store HESCO Hyderabad, MCPL Workshop Jamshoro, and Nawabshah. The scope includes supply of APMS units for 25 kVA, 50 kVA, 100 kVA, and 200 kVA transformers with detailed technical specifications and prototype approval requirements. Bidders must be registered manufacturers or suppliers pre-qualified with HESCO/DISCOs/NTDC/PPMC/WAPDA, registered with FBR, and on the Active Taxpayers List. Experience of at least one successful APMS supply order in the last five years is mandatory. The delivery period is 60 days from the purchase order date. Bids must include a Bid Security of PKR 5,800,000 and be submitted electronically on EPADS by 30th June 2026 at 11:00 AM. The technical bid must include complete technical details, drawings, and compliance with specifications. The contract includes a 5-year warranty period with repair or replacement obligations. Payment will be made within 30 days of delivery and acceptance. The bid evaluation will be on FCS basis considering quality, reliability, and compliance with specifications. Bidders should ensure timely submission of all required documents and adhere strictly to the delivery schedule. A practical tip for bidders is to ensure prototype approval is obtained promptly within 7 days of LOI issuance to avoid delays in mass production and delivery.
