Tender Description
The State Bank of Pakistan (SBP) through its Banking Services Corporation (BSC) Lahore office invites sealed bids from eligible and qualified bidders for the supply of drinking mineral/bottled water. This procurement is planned for the financial year 2026-27 and aims to ensure a continuous and reliable supply of quality drinking water to the SBP BSC Lahore premises.
Items being procured:
- Drinking Spring or Mineral Water 19 Litre bottles (Quantity: 50000 litres)
- Provision of at least 20 water dispensers in good working condition
- 200 empty 19 Litre bottles without any security charges
- Monthly service and cleaning of provided dispensers
The successful bidder will be responsible for daily delivery of 19 litre bottles during office hours (09:00 to 17:30) on five working days per week for a period of two years starting from October 1, 2026. The delivery location is 54 Shahrah-e-Quaid-e-Azam, Lahore. Bidders must comply with all technical specifications and quality standards including valid PSQCA licenses and ISO or HACCP certifications. Eligibility criteria include registration with FBR, presence in Lahore, and a minimum average annual turnover of PKR 30 million over the last three years. Experience in supplying bottled water to at least five government, semi-government, private, or multinational organizations in the last five years is mandatory.
Bids must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by August 31, 2026 at 11:00 AM. The original bid security must be physically submitted to the SBP BSC Lahore office before the deadline. Technical and financial bids will be opened on the same day at 11:30 AM through EPADS. The procurement will follow the Least Cost Based Selection (LCBS) method. Bidders are advised to register on EPADS v2.0 and review all bidding documents carefully. A pre-bid meeting will be held online on August 18, 2026 at 11:00 AM via Zoom.
One practical tip for bidders is to ensure timely submission of both electronic bids and physical bid security documents to avoid disqualification. Familiarity with EPADS v2.0 and compliance with all eligibility and technical requirements will enhance chances of success.
This procurement offers a valuable opportunity for suppliers of mineral water and related services to partner with a prestigious national institution in Lahore.
