Bidding documents containing detailed specifications, eligibility criteria, terms and conditions may be downloaded from Punjab e Procurement System (eP), Punjab PPRA Website, and Kohsar University Murree Website. All bids must be submitted electronically through Punjab e Procurement System (eP). Manual submissions shall not be accepted. Bidders shall upload all required documents, including a scanned copy of the Bid Security and Affidavit (Non-blacklisting), through Punjab e Procurement System (eP). The original Bid Security evidence and Affidavit must be submitted to the Office of the Director (Purchase & Store), Kohsar University Murree, on or before the bid submission deadline. The bids (Technical & Financial) prepared in accordance with the instructions mentioned in the Bidding Document, must be submitted through Punjab e Procurement System (eP) by or before the closing date for procurement activity mentioned below. A bidder may submit a bid for one, multiple, or all Lots. However, partial bids for any Lot shall not be accepted and will be rejected. Bid Security shall be furnished separately for each Lot @ 2% of the estimated cost of that Lot. Prices shall be quoted on F.O.R. destination basis at Kohsar University Murree, Jhika Gali Campus, Murree.
Eligibility requires registration with FBR and ATL, and submission of earnest money as Bid Security. Technical bids will be opened in the Conference Room, Admin Block, Kohsar University Murree, in the presence of bidders or their authorized representatives. Financial bids of technically qualified bidders will be opened lot-wise on the date and time notified in advance through the Punjab e Procurement System (eP). In case the submission/opening date falls on a public holiday or office closure, bids shall be submitted and opened on the next working day at the same time.
One practical tip for bidders: Ensure your Bid Security is prepared separately for each lot and uploaded correctly in the e Procurement System to avoid disqualification. Also, carefully follow the two-envelope procedure to avoid rejection.
