Supply of Fresh Food and Dry Food Items

The National Institute of Public Administration (NIPA) Lahore invites sealed bids for the supply of fresh food and dry food items for its office located at 78-Shahrah-e-Quaid-e-Azam (Upper Mall), opposite State Guest House, Lahore. This procurement follows the Public Procurement Rules, 2004, and is conducted under a Single Stage One Envelope procedure. Items being procured include fresh food and dry food items as specified in Annex-A of the tender document. The scope covers uninterrupted supply throughout the financial year as and when required by NIPA Lahore. The supply must meet the technical specifications and quality standards detailed in the tender documents. Eligible bidders must be registered with Income Tax and GST authorities, be on the Active Taxpayer List (ATL) of FBR, and provide valid registration certificates. Bid security (Earnest Money) at 5% of the estimated cost must be submitted along with the financial proposal in the form of Pay Order, Bank Draft, or CDR in favor of the Director General, NIPA Lahore. Bids will be evaluated on technical and financial criteria as per the tender terms. The bid validity period is 30 days from the date of tender opening. Payment will be made through cheque after 100% delivery, installation, and inspection by the authorized committee. No advance payments will be made. Penalties apply for delays or non-compliance. Bids must be submitted in sealed envelopes indicating technical and financial proposals, addressed to the Additional Director (Admn. & Fin.), National Institute of Public Administration, Lahore. The deadline for submission is 6th November 2026 at 23:59:59. A practical tip for bidders: Ensure all required documents, including technical brochures and authorization certificates for each item, are complete and attached to avoid disqualification during technical evaluation.
