Supply of Fwd Arty Observation Device with LRF, GPS, Thermal Imager

The Directorate General Procurement (Army) located near 502 Central Base Workshop EME, Main Adyala Road Rawalpindi invites sealed tenders from reputed firms possessing NTN certificates for the supply of specialized military equipment. This procurement is conducted under the rules of the Public Procurement Regulatory Authority (PPRA). Items being procured: - Fwd Arty Observation Device with LRF, GPS, Thermal Imager (Quantity: 1 Nos) The technical scope includes supply of an indigenous Forward Artillery Observation Device equipped with Laser Range Finder (LRF), GPS, and Thermal Imager, designed for advanced battlefield observation and targeting. The delivery period for the item is six months from the date of contract award. Eligibility criteria require firms to provide photocopies of registration certificates issued by the Directorate General Defense Purchase (DGDP), Sales Tax Department, and NTN certificates. Proof of godown, financial capability undertakings, attested bank statements, CNIC of Managing Director, and trade links with Original Equipment Manufacturer (OEM) must be submitted. Firms must also certify they are not defaulters or blacklisted by any government organization. Experience details with government or semi-government organizations and property/assets details are mandatory. Non-manufacturing firms must provide verifiable manufacturing or agency agreements. A challan form of Rs. 2,000/- deposited in government treasury is required. All firms, whether registered or unregistered, must provide a bid security of 5% of the bid value, with an upper limit of Rs. 1.00 Million. The validity of the offer is 120 days from the date of opening the commercial offer. A performance bank guarantee of 10% of the contract value is required within 30 days of contract signing.
